Beautiful picture and it is indeed a rough-legged hawk that easily recognizes its short tail with a dark terminal band and longer wings. It seems that yours is a tassel (male =), it is smaller and compact than the form (= female).

Dear Kim, it's the same bird as that taken by Gipsy34 Id 141011 photographed the same day in the same bird park, placed on the same media and with the same feathers that exceed (photo taken an hour apart! ) It was identified as Jean circaète white as I did in the first few comments. Amazing, it just got to be posted on the site this time with a photo of Id Fifie 34 141 565 (with the same yellow eyes), picture taken as the same day! Was there an exit FEI that day? It is distinguished by its large head and his yellow eyes. Regards. Franchise

This is undoubtedly a magnificent circaète John White. You can see his big head and his yellow eyes ... It lacks a snake between their legs. Nice picture.
