It is a succulent plant called Echeveria secunda glauca. The fleshy leaves are often arranged in a dense rosette, they are covered with a waxy substance, of a glaucous green color overall. The leaves are very fragile. The bloom is on a pole as illustrated by this photo and flower-shaped bell, are red. Its port is reminiscent of houseleek. Nice shot: 1:
