Bravo for this good catch, clear, though a little dark. It is not easy to tell the difference between wasps peaceful and useful and others that are poisonous to life.
In fact, the flower is not a winter jasmine, because they go directly from the central stem that is not round but square. (I have one on my terrace ).

Hello Garou. A very nice photo of this insect looks like from far away to a wasp. maybe I would have cropped a bit and is less focused. But this is only an opinion.
