THIS is the Tree to wigs or Trees to parakeets ( Cotinus dummeri 'Grace'). Shrub or small tree, deciduous fast growing, oval-shaped leaves turning bright red in autumn. The clouds of small flowers purplish, appear only during the hot summers. It brings to the garden a beautiful normal fall colouration. Check for and photograph during the next season.

Impossible to help you for the name of this shrub that I would like to know also, it would have taken a picture, less zoomed in to see the shrub whole non ? In any case, one can imagine a softness of the flowers and this should be superb in a garden.
