Image very good as a whole, the polarizer may have helped lower the speed, but no, The neutral is more suitable for this kind of effect.

The framing is right for me, but why a polarizer?For this type of shots, using a valid filter grey neutral *4 (4 f-stops).
As we can't see your EXIF data, we can hardly advise you. Commonly, the water flowing in the photo is obtained between the fifteenth and sixtieth of a second. If the time is more long, the water seems to be cotton. It is conceivable, but less demonstrative of the spun water.

Hi everyone and thank you for your coms !
Laying on the plate is of a second ! I used the polarizer to help me the best he could to lower the speed, (I like the trickle of water ! ) like said above question speed I let go
