Originally from tropical South America, I think it's the Ipomoea quamoclit. This plant climbing, vigorous, gives a wealth of very pretty flowers in the shape of trumpet red Scarlet as beautifully shown in this photo. Plant ideal to beautify walls and balconies: 1:
